Russia further argued that under international maritime law, vessels sailing on the high seas fall exclusively under the jurisdiction of their flag state.
Moscow emphasized that stopping, boarding, or seizing a ship without consent is permitted only in exceptional circumstances such as piracy, terrorism, or human trafficking.
