According to Iran International, which cited architectural plans obtained from an informed source, the underground complex known as Habib Ebrahimi was constructed adjacent to Khamenei's official residence. The outlet said the authenticity of the documents "were also confirmed by a security source."
The report states that the Islamic Revolutionary Guard Corps (IRGC) began constructing the facility in 2009 after receiving Khamenei's approval. The project was reportedly financed through the IRGC's Khatam al-Anbiya Construction Headquarters.
The complex allegedly also contained a 27-meter tunnel connected to several emergency escape routes, as well as another passage leading to a parking garage near Tehran's Enghelab Square.
The revelations come months after Israel reportedly targeted the underground site during military operations against Iran.
According to previous Israeli military
statements referenced in the report, the Israel Defense Forces used intelligence gathered by clandestine Units 8200 and 9900 to identify the location of the bunker.
The IDF said that approximately 50 aircraft participated in the strike, dropping more than 100 munitions on what it described as a secret underground command facility spread across several blocks in central Tehran.
Iran International further reported that images associated with the architectural plans showed a five-story underground office building connected to the Office of the Supreme Leader.
Sources familiar with the project, speaking anonymously, said the complex was concealed beneath what appeared to be a sports center.
According to those sources, the underground installation included a three-level parking garage, target ranges, and two shelters located roughly 30 and 35 meters below the surface. One of those shelters reportedly housed a specially designed blast-resistant room intended to protect Khamenei from missile attacks.
The report's publication follows significant developments during the recent conflict between Israel and Iran.
Israeli officials have previously stated that Khamenei was killed during the opening phase of Operation Roaring Lion while at a separate command complex rather than inside the reported underground bunker.
Neither Iranian authorities nor independent international organizations have publicly verified the architectural plans described by Iran International. The report's claims therefore remain based on documents and unnamed sources cited by the outlet.
If confirmed, the bunker complex would illustrate the extensive security measures reportedly implemented to protect Iran's highest leadership during periods of heightened regional tensions.
