A new congressional report outlining proposals to address religious violence and insecurity in Nigeria has been formally submitted to the White House by US congressman Riley Moore.
The document presents policy recommendations aimed at curbing attacks on Christian communities and tackling extremist activity in the region.
In Washington, D.C., Riley M. Moore met with members of the House Committees on Appropriations and Foreign Affairs to deliver the findings. The submission follows the decision by Donald Trump to redesignate Nigeria as a Country of Particular Concern (CPC) on October 31, 2025.
The review was commissioned after the redesignation, with Moore and Appropriations Committee Chairman Tom Cole tasked with examining allegations of religious persecution and broader security challenges in Nigeria.
The resulting report reflects several months of work, including a bipartisan fact-finding visit to Nigeria, consultations with religious leaders, discussions with internally displaced persons, expert testimony, and meetings with senior Nigerian officials.
Among its recommendations are proposals for a bilateral security framework between the United States and Nigeria focused on protecting vulnerable communities and addressing extremist networks.
The report also suggests conditioning certain U.S. assistance on measurable progress in reducing violence, applying sanctions and visa restrictions to individuals implicated in religious persecution, and offering technical support to help address armed militia activity.
It further calls for reviewing legal frameworks related to Sharia and blasphemy laws, and for closer coordination with international partners such as France, Hungary, and United Kingdom.
In a statement following the White House meeting, Moore expressed appreciation for the administration’s decision to redesignate Nigeria as a CPC and emphasized his commitment to advancing the recommendations outlined in the report, describing it as the product of extensive bipartisan engagement and investigation.
The official report outlines several key recommendations, including:
- Establishing a bilateral U.S.–Nigeria security agreement to protect vulnerable Christian communities and dismantle jihadist networks.
- Withholding certain U.S. funds, pending demonstrable action by the Nigerian government to stop violence against Christians.
